Although regional leadership positions in the current Russian political system are elected by the people, they need the support of President Putin when assuming these positions.

The position of regional leader in Russia is seen as an important stepping stone position for politicians to enter the federal government, or take on a more powerful role in the presidential administration.

7 of the regional leaders appointed on October 11 were just over 30 years old or a little over 40 years old, including Stanislav Voskresensky – the 41-year-old economist who replaced Mr. Pavel Konkov in the position.
